School Business Administrator – July 1, 2014 start date

Qualifications:
 Certified as a School Business Administrator in Massachusetts
 Certified as a Massachusetts Certified Public Purchasing Official (MCPPO), preferred
 Master’s Degree or higher in Education, Business Administration, or Accounting, preferred
 Strong background and training in accounting, budgeting and cost control
 Extensive experience with MA procurement/building construction and facility maintenance
 Advanced technology skills and experience with financial software (Infinite Visions Accounting preferred)
 Minimum of five (5) years of School Business Administrator experience preferred
 Such alternatives to the above as the Superintendent may find appropriate and in conformity with state certification requirements
Reports to: The Superintendent of Schools and School Committees
Directs, supervises and evaluates the Director of Transportation and Facilities, Director of Food Services and all Business Office Personnel
Principal Responsibilities:
 Assists the Superintendent and School Committee in providing leadership in developing, achieving, and maintaining the best educational programs and services for the Mohawk Trail and Hawlemont Regional School Districts with the financial resources available.
 Develops the annual operating budget in collaboration with the Superintendent and administrative
team and assists in presenting and communicating details of the budget to the School
Committee, town officials, staff and taxpayers, and other constituencies.
 Develop and implement an efficient system for the purchase, distribution, storage, and inventory control of all property, equipment, and supplies.
 Supervises the competitive bid process for procurement of supplies and services and negotiates
vendor contracts.
 Prepares the capital budget in collaboration with the Superintendent, administrative team, and building subcommittee.
 Oversees the development of capital projects, the purchasing process including vendor selection,
contract preparations and awarding, and inventory and supply control.
 Prepares all bidding documents including notice to bidders, instructions to bidders, specifications and forms of proposal.
 Supervises and maintains the accounting and financial control systems for all school department
funds, including state and federal projects and grant reporting, as required.
 Maintains and reports, on a weekly basis to the Superintendent and on a monthly basis to the
School Committees, up-to-date budget balances on appropriated line items and special accounts.
 Conducts multi-year forecasting of revenues, expenses, enrollment projections and other data to assist the school system in achieving its goals and priorities and monitors the budget and prepares projections and periodic analyses.
 Prepare and submit all required business-related federal and state reports in a timely manner.
 Maintains an up-to-date inventory of school district property.
 Assists the Superintendent in collective bargaining and conducts financial analyses to support the negotiation process.
 Collaborate with the Director of Transportation and Facilities and Director of Food Services to
oversee effective use of resources.
 Oversee the functions of human resources and administer accounts payable, payroll and bill schedule functions.
